3.5.2.2 -13V Pulse. With conditions of 3.5.1 applied and the
oscilloscope connected between E39 and E47, observe a square wave
in accordance with line 2 of Table II.
3.6 First article inspection. Unless otherwise specified in
the contract or purchase order, a sample shall be subjected to
first article inspection (see 4.3 and 6.2)
3.7 Workmanship. The requirements of MIL-STD-454 and other
applicable specifications shall apply.
QUALITY ASSURANCE PROVISIONS

4.1 Responsibility for inspection. Unless otherwise specified
in the contract or purchase order, the supplier is responsible for
the performance of all inspection requirements as specified herein.
Except as otherwise specified, the supplier may utilize his own
facilities or any commercial laboratory acceptable to the Govern-
ment. The Government reserves the right to perform any of the
inspections set forth in the specification where such inspections
are deemed necessary to assure that supplies and services conform
to prescribed requirements.
4.1.1 Responsibility for compliance. All items must meet all
requirements of sections 3 and 5. The inspection set forth in this
specification shall become a part of the contractor's overall
inspection system or quality program. The absence of any inspec-
tion requirements in the specification shall not relieve the
contractor or the responsibility of assuring that all products or
supplies submitted to the Government for acceptance comply with
all requirements of the contract. Sampling in quality conformance
does not authorize submission of known defective material, either
indicated or actual, nor does it commit the Government to
acceptance of defective material.
The component and subassembly
4.1.2 General provisions.
inspection requirements of MIL-F-13926 form a part of the Quality
Assurance Provisions of this specification. Definitions of
inspection terms shall be as listed in MIL-STD-109.
4.2. First article (initial production) approval. The
requirement for first article approval and the responsibility
(Government or contractor) for the first article testing shall be
as specified in the contract. The sample for first article
approval tests shall consist of three assemblies manufactured in
the same manner, using the same materials, equipment, processes
and procedures as used in regular production. All parts and
materials, including packaging and packing, shall be obtained from
the same source of supply as used in regular production.
4.2.1 Government testing. When the Government is responsible
for conducting first article approval tests, the contractor, prior
to submitting the sample to the Government, shall inspect the
